Validates EU VAT numbers against the European Commission's VIES API, locally with no API key or third-party middleman. `check_vat` returns validity, name and address where available, and a consultation number as audit proof when you pass your own VAT; `list_supported_countries` lists the 27 EU states plus XI (Northern Ireland).
